The Gauteng Department of Health invites applications from experienced and highly skilled financial professionals for the crucial role of Chief Financial Officer (CFO). This is a five-year fixed-term contract position based at the Central Office in Johannesburg, reporting directly to the Head of Department.
About the Role
As the Chief Financial Officer, you will be instrumental in ensuring sound financial management across the entire department. You will provide strategic leadership and guidance on all financial matters, assist the Accounting Officer in fulfilling their responsibilities, and oversee critical functions such as budget management, financial reporting, supply chain management, and internal controls.
Key Responsibilities
- Assist the Accounting Officer with comprehensive financial management, including budget preparation and accurate financial reporting.
- Develop and implement robust internal control policies and procedures to safeguard departmental assets.
- Ensure the effective and efficient management of all departmental expenditure.
- Lead and support all Supply Chain Management (SCM) services, ensuring compliance and efficiency.
- Contribute significantly to the financial aspects of the department’s strategic planning processes.
- Effectively manage working capital, assets, liabilities, and revenue.
- Exercise stringent budgetary control, including monitoring systems for potential overspending or revenue shortfalls.
- Prepare comprehensive financial reports in compliance with relevant legislation such as PFMA, Treasury Regulations, and DoRA.
- Play a pivotal role in the functioning of the Audit and Risk Committee, overseeing both internal and external audit functions.
- Manage the departmental budget strictly in accordance with strategic objectives and prescribed regulations.
- Coordinate and ensure the effective performance of Financial Management and Supply Chain Management functions across all departmental facilities.
- Develop and maintain measures to proactively prevent fraud and maladministration.
- Ensure strict adherence to the provisions of the Preferential Procurement Policy Framework Act (PPPFA).
- Oversee the preparation and in-depth analysis of the Annual Financial Statements.
- Implement and monitor internal control systems to prevent unauthorised, irregular, or fruitless expenditure.
- Monitor the implementation, progress, and expenditure of infrastructure-related projects.
- Develop and/or improve accounting and operational policies and procedures to ensure full compliance with PFMA, GRAP, and GAAP.
- Provide essential financial support and guidance to Senior Managers and Chief Executive Officers in executing their financial responsibilities.
Requirements
- Education:
- A Grade 12 Certificate.
- An NQF Level 7 tertiary qualification in Financial Accounting, Financial Management, Commerce, or a closely related field.
- An NQF Level 8 qualification in Commerce, Financial Accounting, Financial Management, or a related field will be a strong advantage.
- **Mandatory for SMS Positions:** A valid SMS Pre-Entry Certificate (Nyukela) from the National School of Government (NSG). You can register for the programme at: https://www.thensg.gov.za/training-courses/sms-pre-entryprogramme.
- Experience:
- A minimum of eight (8) to ten (10) years of relevant experience at a Senior Management level.
- A good understanding of the health sector will serve as an added advantage.
- Knowledge:
- Comprehensive knowledge and understanding of relevant public sector legislation, regulations, and policies, particularly within the health sector.
- Strong understanding of the Public Finance Management Act (PFMA), Medium Term Expenditure Framework (MTEF), Budget process, Division of Revenue Act (DoRA), Income Tax Act, Supply Chain Management (SCM), Treasury Regulations, and associated practice notes.
- Proficiency in financial accounting principles, including GAAP/GRAP.

Salary
R1 741 770 per annum (All-inclusive remuneration package)
