The Gauteng Department of Roads and Transport is seeking a highly experienced and strategic leader to join their team as Deputy Director General in Johannesburg. - Salary Package: R 1,741,770 – R 1,962,090 per annum (all-inclusive package). This includes a basic salary (70% of the package) and a flexible portion (30%) that can be structured according to applicable rules, as well as the state’s contribution to the Government Employees Pension Fund (13% of basic salary). The successful candidate will be required to enter into a performance agreement within three months of assumption of duty.

About the Role
As the Deputy Director General, you will play a pivotal role in shaping the future of transport in Gauteng. Your responsibilities will include strategic planning, policy development, and operational oversight of crucial transport initiatives.
Requirements
Education & Experience:
- A Postgraduate qualification (NQF Level 8) in Civil Engineering, Transport Economics, Transport Management, or Urban Planning, as recognised by SAQA.
- At least 8 years of experience at a senior management level within a Transport management environment or similar field.
- A valid Driver’s License.
- A Nyukela Pre-Entry SMS Certificate is a mandatory requirement prior to appointment. You can find details about the course at National School of Government (NSG).
Key Competencies & Skills:
- Strong working knowledge of government regulatory frameworks and policies governing transport and roads, including the Provincial Medium Term Development Plan Gauteng Vision 2023, National Land Transport Strategic Framework, Provincial Land Transport Strategic Framework, Departmental service delivery principles, Public Service Regulations (PSR), Public Finance Management Act (PFMA), Public Service Act (PSA), and Departmental Strategic Planning and Annual Performance Plan.

Duties and Responsibilities
The Deputy Director General will be responsible for a wide range of strategic and operational duties, including:
- Managing, coordinating, and integrating overall transport planning across the province.
- Overseeing the planning of transport infrastructure.
- Leading the development of roads and transport policies and fostering inter-governmental relations (IGR).
- Ensuring effective implementation of the Gauteng Freight Implementation Strategy and integrating rail into the provincial transport network.
- Supervising the provision of integrated public transport services.
- Managing modal integration and special projects.
- Overseeing public transport operations.
- Managing Road Traffic Act (RTA) fee collection services and eNatis.
- Managing registration authorities and ensuring legislative compliance.
- Handling Provincial Registration Authority functions.
- Administering the issuing of operating licenses, conversion of radius-based permits, and implementation of the Taxi Recapitalization Project (TRP).
- Adjudicating applications for operating licenses.
- Monitoring and overseeing public transport services.
- Conducting investigations related to land transport in the province and providing recommendations to the MEC.
- Contributing to policy matters affecting operating license applications and public transport oversight.
- Participating in the development of the Department’s overall strategy.
- Ensuring the development and implementation of the unit’s business and operational plans.
- Managing the overall performance of the branch/unit.
- Building and fostering partnerships with internal and external stakeholders.
- Providing leadership and strategic direction in identifying policy gaps, setting goals, and drafting policy documents.
- Ensuring effective risk management and compliance with all relevant legislation, regulations, and Departmental policies/procedures.
- Ensuring compliance with all audit requirements.
- Managing the resources of the component and performing general management functions.
